Sextus Julius Frontinus (Wikipedia, handle with care), c. 40–130 CE, is probably best known for his de aquis urbis Romae, On the Water Supply of Rome.
However, he also wrote the strategemata, 'a collection of over 500 examples [in four books] of devices, ruses, ploys, creative ideas from history, intended as a sort of checklist for the military commander, an appendix to his work on The Art of War, which has not survived; ...' (Lacus Curtius).
